Abstract:
Alcohol-related indicators represent only one segment within the tracking of performance indicators of the system as a modern approach to monitoring traffic safety in a given territory (state, region, police administration, local community, etc). Beside the other indicators, this indicator highlights one of the problems of road traffic accidents. The Ministry of Internal Affairs Republic of Srpska in cooperation with the Agency for Transport Safety of Republic of Srpska and Faculcy of Transport Engineering Doboj in accordance with the defined methodology, has conducted field research in the area of 10 police administrations in the Republic of Srpska. The field survey included 5 700 alcotest drivers to determine the percentage of drivers in the traffic flow under the influence of alcohol. According to the results of the survey, the current state of the indicator is related to driving under the influence of alcohol in one time cross section, on the basis of which a comparison of the situation between the police authorities can be made. The aim of this paper is to compare police administrations and initiate periodic measurement and monitoring of traffic safety indicators related to driving under the influence of alcohol. This approach represents a successful practice for quality monitoring of traffic safety indicators related to driving under the influence of alcohol, which would be used by police administrations and all subjects at the national and local levels. By means of the proposed indicator, definite measures can be taken to improve driver safety, which ultimately contributes to reducing the number and consequences of traffic accidents.
